What are your hobbies..what do you like to do in your spare time? Find someone that has similar interests. It is much easier to make friends who have similar interests and hobbies as you. It can give you more to talk about with them, and can give you something to do with them.

As for the shyness just try to be yourself. If a person does not like the REAL YOU then what is the point in being friends with them?

And those few friends you have. Try to become better freinds with them. Invite them to do something that you both like to do, and just be yourself.

And then maybe you have some freinds that you just exchange several words with at school or work (whatever it is) every now and again. Just start a conversation with them..get to know them..Then once you know eachother well enough then ask him/her to do something with you.
Once again preferably something that you both like to do.

Try to be around them more without making it obvious or uncomfortable. Since you've been close before you pretty much know what they are interested in so just start asking about their fam and bringing up things they used to enjoy. Like if you know they like basket ball you can say "Man, isn't it crazy how those Lakers play?"
